Wednesday, November 5, 2025– The Kenya Kwanza Alliance administration, under the leadership of President William Ruto, has reportedly begun laying the groundwork to manipulate the 2027 election results, judging by a recent tender for cybercrime tools announced by the Ministry of Information, Communication, and Technology (ICT).
Disguised as an effort to enhance cybersecurity, the Ministry of ICT, headed by William Kabogo, is said to be acquiring sophisticated digital tools capable of cutting off internet access—potentially plunging Kenyans into an information blackout similar to what is currently happening in Tanzania under President Samia Suluhu.
According to the Supreme Court ruling, Form 34As, which contain presidential election results, must be transmitted electronically through the internet. Only powerful firewalls or digital barriers can prevent such transmission.
In the newly announced tender, the ICT Ministry is seeking to procure six high-performance internet gateway perimeter firewalls, two high-performance internal (DMZ) firewalls, and two central firewall management appliances. These advanced systems could, if misused, restrict internet access nationwide—a move that would clearly contravene Kenya’s 2010 Constitution.
Additionally, there are growing claims that the government intends to deploy Israel’s notorious Pegasus spyware to monitor private communications among citizens.
A new report also lists Nigeria, Kenya, Zimbabwe, Botswana, Equatorial Guinea, Morocco, and Zambia among African nations allegedly using Circles’ surveillance technology to exploit telecom network vulnerabilities and intercept phone calls, text messages, and location data.
Below is the ICT Ministry’s tender notice expressing interest in acquiring firewall systems—a move that many fear could be part of a broader plan to compromise the integrity of the 2027 presidential election.
