EACC Statement on How Senior Officials in The Ministry of Sports Stole Ksh 3.8 Billion- Bought Luxurious And Properties

Today, November 5 2025, the Ethics and Anti-Corruption Commission (EACC) executed search warrants at the residences and offices of senior officials at the State Department for Sports, and private persons, as part of ongoing investigations into allegations of unlawful acquisition of public property and abuse of office.

The persons of interest include:

  1. Caroline Muthoni Kariuki– Senior Assistant Commissioner of Sports
  2. Otis Mutwiri Nturibi – Deputy Accountant General, ASALs & Regional Development
  3. David Muasya Musau– Accountant, State Department of Sports
  4. Dickson Kibunyi Mahia – Director, Turkenya Tours & Safaris Limited and Afromerch Travel Kenya Limited
  5. Maureen Wangui Wambugu – Director, Smart Flows Travel Limited

The operation, which was pursuant to Court Orders, is part of ongoing investigations at the State Department for Sports in relation to allegations of unlawful acquisition of Kes3,800,563,277 by senior officials, during Financial Years 2020/2021 and 2025/2026.

The suspects allegedly abused their positions of trust and authority to embezzle public funds through collusion and procurement fraud.

Today’s operation, which targeted residences and offices located in Nairobi, Nanyuki, Machakos, Kiambu, and Nyeri counties, has yielded valuable evidentiary material to support the ongoing investigation.

Some of evidence recovered include;

  1. Cash totaling to Kenya Shillings Five Million Four Hundred and Sixty Thousand (Kes5,460,000)
  2. Investments in Government Securities of Five Hundred and Ninety Seven Million (Kes597,000,000)
  3. Thirteen (13) Motor vehicles;
  4. Twenty Eight (28) landed properties; and
  5. Thirty Seven (37) bank accounts

Following the operation, the suspects were taken to EACC Offices at Integrity Centre for interview and statement recording.

Upon completion of the inquiry, the outcome will inform appropriate action including prosecution of any culpable persons, recovery of unexplained wealth and proceeds of corruption.
