“An Attack on Qatar Is an Attack on the United States,” Trump Declares in Executive Order

President Donald Trump has vowed to defend Qatar against any form of military aggression, pledging that Washington will also supply Doha with advanced American weaponry.

In an Executive Order released earlier this week, Trump asserted that any assault on Qatar’s sovereignty, territory, or critical infrastructure would be treated “as a direct threat to the peace and security of the United States.”

“The United States shall take all lawful and appropriate measures—including diplomatic, economic, and, if required, military—to safeguard the interests of both America and the State of Qatar and to restore peace and stability,” Trump’s order reads in part.

The decree mirrors NATO’s principle of collective defence, even though Qatar is not a NATO member. In 2022, the Biden administration designated Qatar as a major non-NATO ally, a status that strengthens security cooperation. Under NATO’s Article 5, an armed attack on one member is considered an attack on all.

In the document, Trump explicitly declared, “An attack on Qatar is an attack on the United States.”

Qatar’s Ministry of Foreign Affairs welcomed the move, issuing a statement that praised the Executive Order as a recognition of Qatar’s strategic importance and a reaffirmation of its close ties with Washington.

The pledge, however, is strikingly unusual: it effectively commits the United States to shielding one ally even in the event of conflict with another. The announcement follows an Israeli strike on Qatari territory on 9 September, targeting Hamas officials engaged in discussions over a proposed U.S.-brokered peace deal for the war in Gaza.

Qatar continues to play a central role as mediator between Israel and Hamas.
