Every day, thousands of Kenyans using the eCitizen platform get stuck while processing payments. Whether it’s an M-Pesa timeout, a missing SMS confirmation, or paying for services like NTSA driving licences, Good Conduct certificates, BRS business registrations, or Passport renewals, losing your Invoice Reference Number can halt your application.
Since government payments were consolidated under the official eCitizen Paybill 222222, every service requires a unique Invoice Reference Number as the account number.
If you sent funds via M-Pesa but cannot find your invoice number or your status still shows “Pending,” follow this step-by-step recovery guide.
Step 1: Recovering Invoice Numbers via eCitizen Dashboard
If you generated an invoice but forgot or lost the reference string before completing payment:
- Log into your official account at accounts.ecitizen.go.ke.
- Navigate to “My Payments” or “My Applications” from the main menu.
- Filter by “Pending” or “Open Invoices.”
- Locate the specific service (e.g., Directorate of Immigration, DCI, BRS, or NTSA).
- Click “View Invoice” to retrieve your unique Account Reference (e.g., EC-XXXXXX) and the exact payment amount.
Step 2: Retrieving Invoice References via USSD (*217#)
If you lack active mobile data, you can retrieve pending invoice details using the national eCitizen USSD service:
- Dial *217# on your mobile phone.
- Select the relevant Government Agency from the prompt menu.
- Choose “Check Pending Invoices” or “Retrieve Invoice.”
- The system will display or SMS your active invoice reference code.
Step 3: What to Do If M-Pesa Deducted Money But Status Is “Pending”
If funds were deducted from M-Pesa but eCitizen has not auto-reconciled:
- DO NOT pay a second time.
- Locating the Account Number: Look at your M-Pesa receipt SMS. The text string entered under “Account Number” (not the M-Pesa transaction ID like QX1234567) is your eCitizen Invoice Reference.
- Reconciliation Delay: Systems usually update within 5 to 15 minutes. If it remains unpaid after 1 hour, submit the M-Pesa transaction code along with your National ID to the eCitizen support portal or call the official helpline.
