Shock As It Emerges Ruto Is Selling TSC Appointment Letters, Does This Man Deserve A Second Term?

National Assembly Speaker Moses Wetangula has inadvertently blown the lid off one of the most brazen acts of institutionalised corruption in President William Ruto’s administration, revealing how TSC teacher appointment letters are being distributed through State House, handed to friendly MPs and then sold to desperate teachers at Sh400,000 each.

Speaking on Sunday, Wetangula openly described how he personally escorts Members of Parliament to State House, where President Ruto hands each MP ten TSC appointment letters to distribute within their constituencies.

The Speaker made the revelation while complaining that instead of giving the letters freely to deserving teachers, the MPs were turning around and selling them at Sh400,000 per letter, pocketing the proceeds and leaving qualified graduates locked out of employment unless they can afford to pay.

“Mimi ndio ninapeleka wabunge State House halafu William Ruto anawapatia barua kumi kumi za TSC, Amazon wao wanauzia Wakenya kwa bei ya Ksh400,000,” Wetangula said, in remarks that have since set the country ablaze with outrage.

What Wetangula perhaps failed to appreciate in that moment is the gravity of his own confession. Article 237 of the Constitution of Kenya is unambiguous. It grants the Teachers Service Commission(TSC) the exclusive constitutional mandate to recruit and appoint teachers. That power belongs to the TSC alone. It does not belong to State House; it does not belong to the Speaker of the National Assembly, and it most certainly does not belong to Members of Parliament or their political networks.

By admitting that TSC appointment letters now flow from State House through a political distribution chain before reaching teachers, Wetangula has effectively confessed to something the Constitution calls executive capture: the illegal conversion of an independent constitutional commission into a tool of political patronage.

The TSC, which should be shielded from political interference by the very document that created it, has been reduced to a rubber stamp while Ruto and his allies decide which teachers get jobs and which qualified graduates are left to rot.

The system as described by Wetangula works like this. Ruto hands letters to MPs. MPs sell the letters at Sh400,000 each. Teachers who cannot pay go without jobs. Teachers who can pay get appointed, not because they are the most qualified, but because they had the money. Merit is irrelevant. Connections and cash are everything.

This is not a governance failure. This is institutionalised corruption, running from the top floor of State House all the way down to the classroom door, and the Speaker of the National Assembly has just confirmed it with his own mouth.
