Ruto Demotes Isaac Mwaura And Appoints Charles Owino As Government Spokesman

President William Ruto has today made several changes in government and, in the process, redeployed government spokesman Isaac Mwaura.

The changes were announced by the Head of Public Service on Tuesday evening, confirming that Mwaura had been redeployed from his position and appointed to the Office of Diversity, Inclusion and Disability Rights.

The appointments did not stop there. The President also nominated former Kenya National Union of Teachers Secretary General Wilson Sossion as a member of the Teachers Service Commission Board. Antonina Lentoijoni was also nominated to serve as a member of the TSC, with both names forwarded to Parliament for approval in line with the Constitution. The two nominees are expected to bring their wealth of experience in education and labour relations to the commission.

In another significant change, President Ruto nominated Dr Duncan Ojwang Oburu to serve as the Chairperson of the Independent Policing Oversight Authority, subject to parliamentary approval. The IPOA chairperson position fell vacant following the resignation of Issack Hassan, who was appointed judge of the Court of Appeal. Dr Oburu’s nomination is seen as a critical move given the growing public concern over police conduct and the need for robust oversight of law enforcement agencies.

According to State House Comptroller and Head of Public Service Felix Koskei, President Ruto made the changes following approval by the Public Service Commission for senior-level promotions and redeployments within the Executive.

Koskei emphasized that all appointments were made in strict adherence to the law and were aimed at strengthening service delivery across various government agencies.

Mwaura has not yet issued a public statement regarding his redeployment, but political analysts believe he was demoted. Meanwhile, the nominees will now await parliamentary vetting and approval before assuming their new roles.
